Translation:

[The Council and the] People hon[oured with the] finest [honours ·· ? ··]

Commentary:

The beginning of an honorary text. If it is right to read a tau in l. 3 the honorand may well have been an Ἀντώνιος; but there is a possibility that the reading here should be Σ, which would rule out this name.
