Inscribed on the face; the text must have begun on a crowning feature.

Translation
[The City (put up the statue of)] Marcus Aurelius Diogenes, the most splendid governor, distinguished, brave, decent, generous, having achieved all virtue,
her benefactor; the archons (led by) the most worthy Marcus Venidius Apellas supervised the erection (of the monument).
