Translation:

To Hadrian the Saviour Zeus Olympios.

Commentary:

One of several small 'altars' dedicated to Hadrian: 9.119 (=81.98), ?8.256 (=70.254)

The title Zeus Olympios is thought to follow from the dedication of the Olympieion at Athens in autumn 129.

The absence of a dedicator's name is unexpected.
